A Comprehensive Evaluation of Policy Effectiveness for Energy Efficiency in Existing Buildings

摘要： The healthy and stable development of energy efficiencies in existing buildings cannot be separated from effective policy operation, and evaluating policy effectiveness contributes to scientifically-sound government decision-making. This paper creates an evaluation index system and a grey comprehensive evaluation model for policy effectiveness for energy efficiency in existing buildings using three dimensions: 1) the effect of the policy itself; 2) the administrative effect of the policy; and 3) policy implementation effects. It chooses the government’s subsidy policy and preferential tax policy at market cultivation stage for its empirical comparative evaluation. The evaluation indicates that the former is more effective. Finally, it puts forward policy development suggestions from the perspective of: 1) clarifying incentive object; 2) broadening incentive scope; 3) increasing incentive intensity; and 4) innovating incentive mode.

Establishment of the Comprehensive Evaluation System of Cold Stamping Die Quality

摘要：

A comprehensive evaluation system of die quality, a multiplayer hierarchical amendment index system according to the characteristics of cold stamping die production, an evaluation standard referring to the technique and design rules of dies, and a scientific evaluation by using the multiplayer hierarchical and the fuzzy comprehensive evaluation methods are presented in this paper. The applications show that the system can be used to evaluate the die quality objectively, fairly, and reasonably.

Comprehensive measurement and evaluation system of high-speed motorized spindle

摘要：

Reducing the manufacturing time is the trend of high-precision manufacturing, and the precision of a work-piece is very important for manufacturing industry. The high-speed motorized spindle is the most critical part and becoming more widely used in the machine tool at present, and its precision may affect the overall performance of high-speed cutting. Most of the studies on high-speed cutting are focused on the cutting force, the vibration of the spindle and effects of the spindle’s thermal deformations; hence, how to roundly measure and objectively evaluate high-speed spindle is an imminence question of it because the comprehensive dynamic properties and evaluation system of spindles directly affect the cutting ability of the whole machine tool before they are manufactured. This paper presents a comprehensive measurement and evaluation system of high-speed motorized spindle, which reflects the overall performance of motorized spindle and bases on international standard.

模糊综合评判与数理统计知识结合的目标识别效果评估

以平衡记分卡（BSC）为基础，从BSC的财务、客户、内部经营过程以及学习与成长等方面，设计了连锁经营企业的绩效考核指标体系与模糊综合评判模型，克服了传统评价体系的不足，有利于从成长的角度全面评价连锁企业绩效。

中国陆地生态环境安全分区综合评价

摘要：

当前我国资源、生态、环境最为突出的四个大问题是：环境污染、土壤侵蚀、水旱灾害和生物多样性受损，为全面评估我国陆地生态环境安全的态势，本文以水安全、土地安全、大气安全、生物质资源安全，即按水、土、气、生四大要素，选择16个项目，构建中国陆地生态环境安全度评价体系。进而，依据生态环境系统组合的宏观地带性与大区域的相似性与差异性，将中国陆地划分为10个大区，并按大区下的区域间差异划分出54个区块，对各大区生态环境的问题进行评述，提出实现“人与自然”再平衡的建议和措施。

An evaluation model of water-saving reconstruction projects based on resource value flows

摘要： Due to uncertainties in water supply, there is growing demand for water resource management in enterprises. In this study, we evaluated the effects of companies’ water-saving reconstruction projects. We used Hina Advanced Materials Company as a case to construct an investment decision model to (1) calculate the internal and external costs of water resources based on circular economic value analysis theory, and (2) locate the level of water resources circulation. We adopted gray situation decision analysis to identify the typical problems that occur in water resource utilization. Moreover, we demonstrated optimization plans for different potential improvements, thereby providing guidance and references for water resource cost management and the comprehensive optimization of environmental benefits. We concluded that the circulation economic value analysis model can effectively display the flow and amount of value derived from water resource flows, thereby providing guidance and suggestions for optimizing water resource flows.

Post-evaluation of a water pollution control plan: methodology and case study

摘要： China has developed more than 20 water pollution control plans for river basins (RBWPs) since 1996. However, the implementation has generally lagged. This paper proposes a three-step, post-evaluation methodology to analyze the implementation result of a RBWP and its influential factors. First, a multi-attribute evaluation method based on an index system is established to score the enforcement results of a RBWP. Indicators measure how well a RBWP has achieved its objectives, which include water quality compliance, pollution load control, project construction, financial inputs, and related management requirements. Second, an interpretive structural model is used to detect the significant factors that affect RBWP implementation. This model can effectively analyze the cause-effect chain and hierarchical relationship among variables. Five groups of factors were identified, namely, plan preparation, water resource endowment, policy, institution, and management. Both qualitative and quantitative methods are employed in the third step to evaluate the extent to which these factors have influenced the execution result of a RBWP, including pre-post contrast, scenario analysis, and correlation analysis. This research then post-evaluated the implementation of the Huai River Basin water pollution control plans (H-RBWPs) over a period of 10 years as a case study. Results showed that the implementation of the H-RBWPs was unsatisfactory during 2001–2005, although it improved during 2006–2010. The poor execution of these plans was partially caused by the underestimation of regional economic development in combination with ineffective industrial structure adjustment policies. Therefore, this case study demonstrates the feasibility and flexibility of the proposed post-evaluation methodology.

基于对已有的几种灰数灰度定义的讨论，建立了灰数灰度定义的公理系统；以灰数灰度定义公理为准绳，由灰数产生的背景或论域及灰数取数域的测度构造出一种新的灰数灰度定义式。新定义克服了原有定义中存在的问题，较为科学地描述了灰数的不确定程度。

Carbon performance evaluation model from the perspective of circular economy—The case of Chinese thermal

摘要： Carbon emission reduction is the only way to alleviate environmental problems, such as global warming. Effective evaluation of carbon performance can help enterprises to carry out energy saving and emission reduction activities to a certain extent and promote sustainable development. This paper constructs a carbon performance evaluation index system that includes the four dimensions of carbon resource (energy) input, cycle, output, and carbon management by incorporating the principles of circular economy and the theory of resource value circulation from the perspective of the flow trajectory of carbon-containing resources in the circulation of enterprises combined with the production characteristics of thermoelectric enterprises. Subsequently, combined with the case study, this paper discusses the scientific and practical nature of the system and provides another way of thinking for carbon performance evaluation of micro-enterprises in other industries. This paper expands the application boundary of matter–element model and supplements the literature of carbon performance, which has certain theoretical and practical significance.

一种基于主成分分析的企业并购目标遴选综合评价模型探讨

摘要：

在广泛调查研究的基础上，提出了并购目标企业的遴选综合评价指标体系，利用主成分法建立了综合评价模型，并结合实际案例进行了分析，结果证明了评价指标体系和遴选评价模型的可行性，并通过建模计算，对多个并购目标进行排序，为我国正处发展期的企业并购活动提供了一种可行的、便于辅助买方企业决策的并购目标遴选综合评价方法。

Multi-objective optimization of cutting parameters in high-speed milling based on grey relational analysis

摘要：

This paper investigates optimization problem of the cutting parameters in high-speed milling on NAK80 mold steel. An experiment based on the technology of Taguchi is performed. The objective is to establish a correlation among spindle speed, feed per tooth and depth of cut to the three directions of cutting force in the milling process. In this study, the optimum cutting parameters are obtained by the grey relational analysis. Moreover, the principal component analysis is applied to evaluate the weights so that their relative significance can be described properly and objectively. The results of experiments show that grey relational analysis coupled with principal component analysis can effectively acquire the optimal combination of cutting parameters and the proposed approach can be a useful tool to reduce the cutting force.

摘要：

根据国家“十二五”氨氮总量控制和典型行业氨氮减排的技术需求，本文选择氮肥工业作为典型，研究共性的工程减排技术决策方法。针对目前国内环境技术评估以定性判断为主，缺乏可操作性强的综合评估方法的状况，提出了以费用效益分析为核心，层次分析+灰色关联度为次重因素的综合评估新方法，确定了该评估方法的数学模型和过程算法，并结合实例进行分析计算和验证。

Comprehensive evaluation of heavy metal contamination of sediment in Lake Dianchi by using modified AHP

摘要： Through the use of general sampling and measurement by Cs dating, problems regarding the absence of monitoring data can easily be resolved. Further, weighted values need to be determined while Environment Quality Comprehensive Index (EQCI) is commonly used as applied in environmental quality comprehensive evaluation. In order to overcome the subjectivity in determining weights, the modified Analytical Hierarchy Process (AHP) method was designed. The modified AHP method involved the following key procedures: First, the parameters and were calculated based on the monitoring data; second, the factors were put in order according to the symbol and value of and ; third, the continuous odd integers, which represented the importance of factors, were given to factors according to their seating order; and, fourth, the factor weights were determined from the pair-wise comparison matrix calculated by the ratio of the given odd integers. Therefore, the weights were completely based on the monitoring data. In the present study, the comprehensive quality of sediments in five sections of Lake Dianchi were evaluated and the results indicated that the current contamination of sediments in each lake section is much more serious than at any other time in history.
